Executive Summary

Criminals and terrorists have only one goal; to control our lives, wherever we live, through fear and destruction. This thought is grim and forbidding if it were not for the fact that there is one champion working to change this dire prognosis. This important successful organization on the frontlines of our global war against crime and terrorism is Crime Stoppers, Inc.

President George W. Bush stated he feels strongly funds must be spent on training and equipping first responders for terrorism preparedness and response, which is one of the nations top homeland security priorities. The Same requirement exists for fighting crime. The success of these efforts relies heavily on the use of volunteers and the ability to mobilize citizens in community wide efforts.

There is one only organization that meets this challenge by crossing jurisdictional boundaries to bring together schools, denominations, businesses, government agencies, police, media and service organizations to meet this significant need. That organization is Crime Stoppers, Inc.

Crime Stoppers, Inc. is the single organization developed to meet this challenge as it operates on the premise that to effectively unite a community to fight crime and terrorism we are creating new, proactive community-wide programs and partnerships that provide the best opportunities for long-term success bringing together our citizens to fight this menace. Crime Stoppers, Inc. is working to:

  • Address important new ways to prevent, report and fight crime and terrorism;
  • Offer an opportunity to achieve leverage, catalyzing a larger response and mobilizing new partnership resources to improve the physical and mental health of our communities;
  • Form creative partnerships and coalitions to achieve project objectives;
  • Provide measurable benefits to all of our citizens;
  • Focus on interventions with high potential cost-effectiveness; and
  • Ensure broad dissemination and utilization of results and lessons learned.

Overview

Crime Stoppers, Inc. is a nonprofit community-based nonprofit organization that brings together the community, media and police in a cooperative effort to help solve and prevent crime and fight potential terrorism. Crime Stoppers staff and volunteer board of directors establishes the media links, raises funds for rewards and brings the community together in partnerships to take charge of their own neighborhoods. The media provide public awareness of the Crime Stopper system, its anonymous telephone number and re-enactments of a crime of the week. Crime Stoppers, Inc. develops and implements innovative and creative cooperative ventures that underpin and reinforce the organization's mission.

Crime Stoppers was launched out of necessity in Albuquerque, New Mexico in 1976. A detective needed to solve a brutal homicide reached an impasse. In an attempt to get more information, he approached a reporter from a local television station. Raising a small reward, they put information on television requesting anyone with information regarding this murder to call in and get a reward if their information led to solving the crime. Within 24 hours the suspect was in custody due to the informants call. This started the Crime Stoppers program

In 1979 the Albuquerque reporter was transferred to KSTP television in Minneapolis. Stanley Hubbard was so impressed with the Crime Stoppers program that he wanted a program started here. Working with the Minneapolis and St. Paul police departments, the second Crime Stoppers program in the world was started in Minneapolis and now Crime Stoppers, Inc. serves over 3,200,000 people in the metropolitan Twin Cities and the State of Minnesota.

The Crime Stoppers program has enjoyed great success boasting an average conviction rate of 95% on cases solved by Crime Stoppers' tips. The Crime Stoppers programs worldwide have made over 1,000,000 arrests, solved over 500,000 crimes and recovered in excess of $6,000,000,000 worth of stolen property and narcotics. Today, there are over 1,000 Crime Stoppers programs in the United States, Canada, United Kingdom, Australia, South Africa, Bahamas, British West Indies, Micronesia, and other nations.

Mission

Crime Stoppers mission is to assist law enforcement in solving crimes with the help of anonymous tips provided by the general public and to develop and implement crime prevention programs that work in the neighborhoods and communities of the Twin Cities Metropolitan area. We provide our communities with a safe alternative to silence.

Vision

  • To provide an environment in the greater Twin Cities where citizens can anonymously report the plans or acts of crime and terrorism which leads to a reduction, prevention and solving of crime and potential terrorism which enhances the quality of life, security and preservation of individual rights and property through justice;
  • To promote and increase public awareness of criminal activity emphasizing the need for community collaboration in improving the impact and effectiveness of law enforcement;
  • To develop a proactive information exchange of program information with other agencies involved in crime reduction, prevention and solution; and
  • To develop training materials and provide expertise in the establishment, expansion and operation of successful Crime Stopper systems for adults and students.

Need

Around the world, across America and here in the Twin Cities crime and terrorist activity is on the rise. Since 9/11, for millions of people, crime and terrorism are implacable foes. We are often fighting a war that has no front and an enemy that remains unseen. Intelligence and citizen participation are the key to winning this battle.

Crime Stoppers is the key to unifying the community and providing that intelligence. We are working to develop programs in our metropolitan area of over 3,000,000 people that empowers our citizens to fight back in a united front. With increasing crime and the terrorism comes fear and doubt about people feeling safe for their children and themselves. Our citizens feel helpless and powerless. There are a number of external programs and agencies that involve others but not them and there are not the necessary overlapping partnerships to make a significant difference.

There needs to be one unifying agency to bring together police, FBI, DEA, government agencies, schools, churches, service clubs and businesses to fight, prevent and report crime and potential terrorism and that agency is Crime Stoppers, Inc. The fact is that Crime Stoppers is making a difference all over the world. Look at these facts:

  • Crime Stoppers in the greater Twin Cities has been responsible for the arrest and conviction of criminals and recovery of dollars in stolen property and drugs;
  • A major North American city received a Crime Stoppers tip that brought down a nine member al-Qaida cell;
  • A Crime Stopper tip in Bermuda captured 18 million dollars worth of drugs bound for the shores of Boston;
  • An Egyptian traveling through Amsterdam raised suspicions, only to have a tip called into the Holland Crime Stoppers and as a result, when he was arrested seven hand grenades were found in his possession on their way to the Ryder Cup golf tournament in England;
  • Crime Stopper tips averted three Columbine-type massacres before they happened. Governments throughout Mexico and Central America are on alert as evidence grows that al-Qaida members are traveling in the region and looking for recruits to carry out attacks in North America - the last frontier for international terrorism.
